You may be facing a program failure, in this case, it is better to reset the password - click on “forgot password” and you will receive an email with a new password. After that, you can change the password to another one in your personal account

I cannot submit the application

Check that all fields are filled. Required fields are highlighted in red if there is no data in them, or the data is entered incorrectly. For example, if the cargo parameters are fractional, they must be specified through a point, not comma:
Right - 5.2 m
Wrong - 5.2 m
